The HCHCW Pennsylvania campaign is focusing on expanding coverage for direct-care workers through several projects and policy solutions. We are researching the coverage needs of direct-care workers and the obstacles employers face in providing adequate, affordable coverage. We are developing advocates. And we are exploring three ways of expanding coverage to direct-care workers:
- Programs for direct-care workers
- Employer-sponsored health insurance plans, such as the professional employer organization under development in southwest Pennsylvania
- Coverage for all low-income workers
Pilot Project
The Pennsylvania Department of Labor and Industry is developing a pilot project to expand health insurance for direct-care workers across the state.
HCHCW Pennsylvania is supporting the project by gathering data on health insurance coverage rates, health care utilization, and the health status of direct-care workers in the state. Our work consists of
- Conducting a survey of direct care workers’ insurance coverage rates, utilization and health status
- Holding focus groups with direct-care employers
- Conducting a feasibility analysis of various insurance options
Training Advocates and Building Public Awareness
HCHCW Pennsylvania is providing leadership development for workers, consumers, and employers who want to advocate for better health care coverage for direct-care workers. We are also building public awareness by convening town hall meetings, focus groups, and other public forums where people can discuss health care coverage barriers and solutions.
